Charles Eugene “Chip” Roy was born in August 1972 in Bethesda, Maryland. He earned an undergraduate degree in commerce and an M.S. in information systems from the University of Virginia. He received a Juris Doctor from the University of Texas School of Law. He worked as a staff director for Texas Attorney General John Cornyn and then again for Cornyn when he became a  U.S. Senator. 

Roy became a special assistant in the office of the U.S. Attorney for the Eastern District of Texas, leaving that position to work for Texas Governor Rick Perry. He later became chief of staff to Senator Ted Cruz. He served as the assistant attorney general for the State of Texas. After a period leading the political action committee for Senator Cruz, Roy became Director of the Center for the think tank Tenth Amendment Action for the Texas Public Policy Foundation. 

He was elected to the U.S. House of Representatives, assuming office in January 2019. 

Roy is married to Carrah and they have two children. He is Southern Baptist.

During the period between 2018 and 2021, companies “affiliated” with the Chinese Communist Party as well as other companies made payments to employees of the National Institutes of Health (NIH). Congressman Chip Roy of Texas said reports have found at least 59 payments originated from the Wuhan Institute of Biological Products. 

Representative Roy and 14 fellow members of the House are calling on the NIH director to explain. The report Roy cited said NIH employees received $325 million from 31 private companies during the pandemic. 

In their letter, the representatives wrote, “These payments raise not only national security concerns but deepen concerns regarding the potential undue influence massive healthcare companies may have over public health agencies engaged in developing and regulating products and responding to public health threats – like COVID-19.” 

They continued, “Of particular concern, companies that were intimately involved with – and stood to financially gain from – the federal government’s COVID-19 response, such as Moderna, Pfizer, BioNTech US, and Johnson & Johnson, provided a number of payments to NIH scientists.  Naturally, providing payments to NIH scientists, even if the product was unrelated to COVID-19, raises concerns about the role these companies play in NIH decision making.” 

“COVID-19 aside, the report raises general national security concerns regarding our public health apparatus’ financial ties to our geopolitical adversaries, including the CCP and companies based in Russia,” they wrote.
